Terrorists on Trial Seminar Series

ICCT - The Hague is hosting a seminar series under the header 'Terrorists on Trial' that focuses on the performative and communicative aspects of three distinct terrorist trials. The seminars will examine three different terrorists trials: The Lockerbie case, the case of Zarema Muzhakhtoyeva and the case of Zacarias Moussaoui. Through analysing the role played by the various actors (suspected terrorists, lawyers, judiciary, victims, media, etc.) in these trials, a fresh look may be taken at their judicial, political and social impact.

Surveillance Cameras against Terrorism: Is more accountability required?

Since 9/11 and the London and Madrid bombings a wide variety counter-terrorism measures have been taken, including the implementation of many technical tools. Across Europe, public authorities have invested in visual surveillance such as Closed-Circuit Television (‘CCTV’) cameras as well as recognition technologies. In the United Kingdom, for instance, the average person is caught on CCTV 300 times each day and at Schiphol Airport in the Netherlands there are 1.350 surveillance cameras. Despite the fact that surveillance cameras are assumed to be a powerful tool, their effect is far from clear.

On 3 October, ICCT – The Hague hosted the Expert Meeting on ‘Freedom from Fear: Answering Terrorism with Public Resilience’ at Campus The Hague, Location Stichthage. The expert meeting brought together a unique combination of speakers representing both academic perspectives and policy oriented backgrounds, to discuss the relevance of fear in terrorism and counter-terrorism.

Lone Wolves and their Enabling Environment

In this latest ICCT Commentary, Dr. Beatrice de Graaf and Eelco Kessels MA emphasise that, although we might label Breivik a lone wolf, he certainly does not perceive himself to be a loner operating in complete isolation. Breivik was perhaps alone during the practical preparation phase of his attack, but he derived his psychological inspiration, support and legitimation from an enabling environment consisting of inter alia right-wing extremist and anti-Islam forums, social networking sites and blogs, as well as the ‘mentor’ he refers to on multiple occasions in his manifesto. Although there exists no direct causal relationship between extremist thoughts and political violence, terrorists do attain inspiration and legitimacy from their so-called Umfeld. This then offers the best starting point for a successful strategy to prevent and counter violent political action – one that is not the sole responsibility of the security services.
