On Saturday, 23rd of March 2024, Bibi van Ginkel was quoted by the Dutch media outlet (NOS) on the likelihood of the Islamic State of Khorasan Province (ISIS-K) to be responsible for the Moscow concert hall attack and why they would carry out the attack.
"Russia has played a pretty important role in Syria in the fight against IS, so the attack in Moscow may also have something to do with that," Bibi said. Furthermore, she explained, the Kremlin maintains a relatively good relationship with the Taliban, which is therefore hostile to ISIS-K.
