ICCT Workshop: Mental Health & Biography of Lone Actor Terrorists

On Tuesday 16 February, ICCT organised a closed practitioner workshop in The Hague on biographical details and mental health issues related to lone actor terrorists. This workshop was part of the countering lone actor terrorism (CLAT) project that is carried out by a consortium of the Royal United Services Institute (RUSI)The Royal Institute of International Affairs Chatham House, the Institute for Strategic Dialogue (ISD) and Leiden University’s Institute of Security and Global Affairs (ISGA) on behalf of ICCT. The CLAT project focuses on data collection and analysis related to lone actor terrorism in Europe as well as the operationalisation of these findings in policy recommendations and practitioner trainings.

This constructive workshop, that was attended by mental health professionals, police officers, academics and others, included a presentation about ISGA’s research findings on the concerned topics as well as a fruitful discussion between all participants about the dilemmas that occur when identifying or dealing with (potential) lone actor terrorist. Moreover, the workshop looked at how to combine the research findings with the experience of the attending practitioners and translate this into good practices.
