Dutch public broadcaster NOS drew on ICCT's research in a report for its flagship programme Nieuwsuur on Russian hybrid activity against Europe.
Since the start of the war in Ukraine, ICCT researchers have documented more than 180 incidents that were carried out, failed or were foiled, and that have been attributed to Russia. Most involve arson or the planting of explosives. Vandalism is the second most common category, including the graffiti on a Holocaust memorial in Paris.
As NOS reported, ICCT considers these figures to represent only part of the true scale. Drone incidents and cyber attacks are excluded from the dataset, as their number makes it impractical to track them and to establish whether Russia is responsible. Recent incidents that remain under investigation are also not included.
