Georgia Holmer is an internationally recognised expert on counter-terrorism, the prevention of violent extremism, and conflict. She previously served as Head of the Anti-Terrorism Unit at the OSCE Secretariat in Vienna, and Director of the Countering Violent Extremism and Rule of Law Programs at the US Institute of Peace. She spent ten years supporting international investigations as an FBI Analyst at the Legal Attaché Offices at the US Embassies in Athens and Copenhagen. She has led research, policy, and peacebuilding initiatives across Africa, the Middle East, Central Asia, and the Balkans, with a particular focus on social resilience and rehabilitation. She currently works as an independent expert for the United Nations and Senior Faculty in the Department of International Relations at Webster University Leiden. Holmer holds master’s degrees in International Human Rights Law from the University of Oxford and International Relations from Boston University.
