Jonathan Hall

Jonathan Hall KC is an independent barrister based in London, appointed by the Home Secretary as the UK’s fourth Independent Reviewer of Terrorism Legislation in 2019. In 2024 he was in addition appointed as the UK’s first Independent Reviewer of State Threats Legislation. He has published 5 annual reports on UK terrorism legislation, freestanding reports on how prisons and probation should manage terrorist risk offenders, and numerous papers on current terrorism issues such as terrorism and protests, and the position of former British residents who went to fight for Islamic State/Da'esh. He is currently focussing in particular on the impact of AI and Large Language Models, and the issue of foreign interference.
