Rob Out is a highly experienced former Police Commissioner of the National Police of the Netherlands and currently runs a small consultancy, Rob Out Consultancy, of which he is owner and only employee.

Rob started his career in 1979 as a first line police officer and has been promoted through the ranks to the rank of Police Commissioner. He holds a Master’s Degree in Police Management and is certified RTE.

He has a very extensive experience in international cooperation with a focus on Preventing and Countering Violent Extremism. On this topic he is expert, trainer and advisor with different international organisations (European Commission, UNODC, OSCE, UNOCT, CEPOL etc).

He is co-founder and member of RAN POL, one of the working groups within the Radicalisation Awareness Network of the EU. Furthermore he has participated in several EU funded projects. He has also chaired different international PCVE working groups. Rob has developed and delivered trainings (for both trainers and end-users) and workshops in the Netherlands as well as abroad.

Rob is keynote speaker, developer of trainings, trainer, reviewer/auditor and guest lecturer covering topics such as early detection and prevention of radicalisation and violent extremism (Targeted Violence), (challenges of) community policing and multi-agency cooperation, and national and European approaches to preventing and countering radicalisation. His activities have brought him not only in most of the EU countries, but also the Western-Balkan countries, Asia (Central, Southeast and South), Australia, Canada and the United States.

Rob practitioner’s experience combined with his strategic and policy insights give him a unique perspective in the field of PCVE.
