Investigating a Migration-Terror Nexus

Recent terrorist attacks in Brussels and Arras were perpetrated by individuals that were residing illegally in these countries, after having received an order of expulsion. As a result, these attacks triggered intense debates about the risk of radicalisation and attacks by refugees or asylum seekers, and the challenges of CT services to monitor individuals with irregular status. There is very limited work existing on the link between migration and terrorism.

This project aims to improve the understanding of the possible links between migration, radicalisation and terrorism, with a view to better assess the risks and improve public policies in this space. ICCT will:

  • Review existing reviewing existing literature, as well as all terrorist incidents perpetrated in Europe since 2001 to conceptualise any migration-radicalisation-terrorism nexus and offer a generalised risk assessment;
  • Perform a post-mortem analysis of three terrorist attacks to clarify trajectories, radicalisation processes, and gaps in counter-terrorism responses;
  • Disseminate knowledge and policy advice through a final report consolidating findings, an in-person workshop, and an online event.

This project is funded by the Dutch National Coordinator for Security and Counter-Terrorism (NCTV).

ICCT experts are reviewing existing literature, as well as all terrorist incidents perpetrated in Europe since 2001, to consolidate knowledge and identify all cases that had a migration component. Drawing on this, ICCT experts are identifying the different types of nexus that connect migration with radicalisation and terrorism to offer a clear conceptualisation of this nexus, explain inherent dynamics, and offer a general risk-assessment.

Following this, ICCT experts will perform a post-mortem analysis of three terrorist attacks to review the particular trajectory of the perpetrators, seek to clarify their radicalisation process, understand how they successfully escaped the attention of the counter-terrorism services.

Finally, ICCT will draft a final report consolidating findings, then disseminate knowledge and policy advice through an in-person workshop and an online event.
