Ongoing Projects
ICCT has been working closely with NATO to develop a non-binding collection of good practices and recommendations on inter-agency and international cooperation in countering terrorism. NATO recognises that countering terrorism is a collective effort, requiring cooperation among various stakeholders, domestically and internationally. NATO’s role in countering terrorism is aligned to its three core tasks: deterrence and defence, crisis prevention and management, and cooperative security.
Specifically, NATO aims to enhance engagement with partner countries and other international actors, given that its experience in multilateralism and international cooperation can be of value to partner countries in addressing terrorism. To further these efforts, ICCT will develop a targeted curriculum for NATO partner countries, specifically in North Africa and the Middle East.
In 2022, ICCT completed the first draft of the handbook. This was based on NATO's own experience, and that of its Allies, on how to strengthen counter-terrorism effectively through inter-agency coordination and international cooperation. When counter-terrorism policies are firmly grounded in the rule of law and respect human rights, they can effectively contribute to countering terrorism and mitigate some of the drivers of radicalisation to violent extremism. This handbook is currently under review by NATO.
