This Research Paper is an updated version of the discussion paper that was prepared for the ICCT Expert Meeting on "Joint Investigation Teams: Added Value, Opportunities and Obstacles in the Struggle against Terrorism". In this Expert Meeting Paper, Prof. Dr. Edwin Bakker and Joseph Powderly examine the opportunities and obstacles pertaining to the usage of Joint Investigation Teams as vehicles for international cooperation in the fight against terrorism, taking into consideration a number of the recommendations that came out of February’s meeting.
