The International Centre for Counter-Terrorism (ICCT) is looking for a Business Manager and Deputy Director to support a growing institution with the ambition to become the leading think-and-do tank on counter-terrorism in Europe.
Who We Are
ICCT is a leading independent think-and-do tank based in The Hague, Netherlands. We provide cutting-edge research, policy advice as well as training and capacity-building to various stakeholders, with a view to shaping effective and evidence-based policies against terrorism and violent extremism, grounded in human rights and the rule of law.
We work on many projects, including several large multi-annual ones, for various national governments as well as a range of partners, including the European Union, NATO, the Global Counter-Terrorism Forum (GCTF), the UN and others.
Who We’re Looking For
ICCT is hiring a new Business Manager and Deputy Director. This is a management role within ICCT, working in close cooperation with – and reporting to – the Director. The Business Manager and Deputy Director translates institutional vision and strategy into operational goals, and manages the realisation of these goals. In this capacity, he/she is responsible for planning, control and accountability for ICCT’s internal business processes including financial management, project management and operations and manages/supervises the employees involved in these processes. Additionally, he/she has some external responsibilities, such as representing ICCT in the absence of the Director, contributing to public platform and knowledge sharing activities within projects, and stakeholder management.
Your Tasks and Responsibilities
Financial Management
- Support the Director in his overall responsibility for the financial integrity and sustainability of the organisation. In practice, financial management is mandated to the Business Manager/Deputy Director;
- Financial management including development of ICCT’s financial strategy and policies, developing (multi)-annual budgets, oversight of programmes and projects, financial reporting and analysis;
- Through supervision of Financial Controller, oversight of bookkeeping, expense monitoring, financial statements and auditing, and all other day-to-day financial operations; and
- Support the ICCT Audit Committee.
Project Management
- Support Programme Leads to plan and execute programme objectives and project deliverables;
Acquisition Support
- Maintain the ICCT project office to support institutional acquisition;
- Support the Director and Programme Leads in identification of and application to strategic funding opportunities; and
- Through supervision of the Junior Business Officer, provide material support during tendering, including grantwriting and back office support.
RAN Policy Support Programme Coordinator
- Supporting the strategic decision-making of the consortium (running until 2024);
- Strategic positioning of ICCT within consortium;
- Through supervision of day-to-day execution of RAN PS activities via two junior staff members, ensure overall quality assurance of ICCT-related RAN PS activities.
Monitoring & Evaluation (M&E)
- Working with the Director to set the overall strategic direction and vision of the M&E Centre of Excellence (CoE);
- Co-development of the CoE working model, products and services;
- Line management of the ICCT M&E Officer in her execution of the M&E CoE rollout; and
- Supporting the ICCT M&E Officer in monitoring and evaluation (M&E) of RAN Policy Support activities.
Operational Management
- Supervise the General Affairs Officer in the implementation of ICT policies and managing of day-to-day facilities requests.
Key Additional Responsibilities
- Represent exceptionally the institute externally, with mandate from the Director;
- Support the Director regarding the management and development of strategic relationships with key ICCT stakeholders and donors;
- Provide substantive contributions to projects, programming and long-term strategy; and
- Foster institutional innovation and professionalisation (new products, services, ways of working, etc) in collaboration with the Director.
Team Responsibilities
- Line management of a small team (currently 5 staff), ensuring the quality of their work and the development of their profile, skills and activities.
What You Bring To The Table
Essential Qualifications
- Academic degree (at least at Master’s level) in a relevant discipline;
- More than seven (7+) years work experience;
- General knowledge of trends and developments in CT and P/CVE;
- Significant experience in project/programme/institutional management, including coordinating the work of a diverse group of staff;
- Good working knowledge of all aspects of business management;
- Team leadership and management skills
- Proven fundraising success and experienced in art of relationship management with donors and other stakeholders in the field;
- Ability to adjust to various audiences and contexts;
- Sensitivity to internal and external organisational developments;
- Entrepreneurial spirit and innovative mindset;
- Unimpeachable personal and professional integrity;
- Excellent verbal and written communication skills in English; able to navigate Dutch-language content (e.g. laws, policies and procedures).
Preferred Qualifications
- Expertise or at least general knowledge of Exact Online;
- Eligible to work in the Netherlands (visa sponsorship can be considered for exceptional candidates).

- Period: The appointment starts 01 August 2023 and is for an initial term of two years, renewable upon good performance
- Commitment: 38 hours per week (1,0 FTE)

- Salary: The salary indication for this position is between €60.660 and €77.640 annually (€5.055 – €6.470 gross monthly)
- Benefits: 8% holiday pay and 8,3% end of year bonus, pension scheme, commuting allowance, remote working allowance, generous leave policies including 30 days of holiday per year
