On 27 January, the Court of Appeal in The Hague issued a judgment, sentencing 23-year old Omar H. from Amsterdam to 18 months unconditional imprisonment for, among other things, participation in training for terrorism pursuant to the new terrorism provision Article 134a of the Dutch Criminal Code. The District Court in first instance had acquitted him on this point back in October 2013 (For more information about that decision, please read this Commentary by ICCT Fellow Dr. Christophe Paulussen). It is the first decision in which a Dutch court issued a judgement on the participation in and assistance to terrorism. It is also the first time that a suspect is convicted in appeal for plans to travel to Syria to participate in the jihad.
