ICCT at GCTF Events in New York

During the Coordinating Committee Meeting of the Global Counterterrorism Forum (GCTF) on 19 September in New York, ICCT Research Fellow Tanya Mehra presented the Foreign Terrorist Fighters (FTF) Knowledge Hub. The knowledge hub is a website placed on a secured environment that collects quantitative and qualitative data, in order to provide GCTF members with a better understanding of the FTF phenomenon. As the FTF knowledge hub will receive more data, it will be able to identify emerging trends and dynamics relating to FTF.

Two days later, during the Seventh Ministerial Plenary Meeting of the GCTF, the Toolkit of the Initiative to Address the Life Cycle of Radicalization to Violence was officially adopted, along with new GCTF framework documents. The toolkit is a web-based instrument that addresses the different stages of the life cycle of radicalisation and consists of all existing and newly adopted documents. As part of ICCT’s substantive support to the GCTF Working Group on Foreign Terrorist Fighters, Tanya Mehra has contributed to the drafting one of the GTCF framework documents, the Addendum to The Hague-Marrakech Memorandum on Good Practices for a More Effective Response to the FTF Phenomenon. The Addendum elaborates on good practice 19 of the Hague Marrakech Memorandum and other relevant issues pertaining to returning FTF.
