Report from ICCT Research Fellows' Mission to Indonesia

On 28-30 November 2016, ICCT Research Fellows Tanya Mehra and Christophe Paulussen, together with three external experts – René Elkerbout (retired vice president of the District Court of The Hague and former presiding judge adjudicating several terrorism cases), Simon Minks (senior terrorism prosecutor) and Sangita Jaghai (expert on nationality deprivation) – visited Jakarta to engage in discussions and to exchange views with various Indonesian counter-terrorism officials.

Topics discussed included proposed and new legislation dealing with (returning) foreign (terrorist) fighters, human rights issues, criminal justice sector responses (incitement, recruitment, training and preparatory acts) and administrative measures, including deprivation of nationality. The mission, which was covered by several local newspapers, took place in the context of ICCT’s Foreign Fighters Workshops project.
