On 26 February 2017, ICCT Research Fellow Dr. Alex P. Schmid was featured in article for PBS Newshour on defining 'terrorism'. Schmid argued that the political value of the term to individual nations continued to prevail over a legal definition that would make it universally punishable. His best short, legal definition that he proposed was the "peacetime equivalent of war crimes”.
